Jack E. Scott, Sc.D., Vice President for Evaluation

Jack E. Scott is Vice President for Evaluation at The Madrillon Group. With more than 30 years of experience in behavioral health and health services research, including program evaluation, program assessment, feasibility studies, qualitative research, study design, performance monitoring, and publications, Dr. Scott is a recognized expert in all aspects of rigorous and cutting edge program evaluation. Dr. Scott has worked extensively with Federal, state, and local government agencies, nonprofit organizations, academia, and community-based service agencies. Federal clients include the Department of Health and Human Services, the Department of Veterans Affairs, the Department of Justice, the Substance Abuse and Mental Health Services Administration, the Health Resources and Services Administration, the Agency for Healthcare Policy and Research, the Office of National Drug Control Policy, and the Environmental Protection Agency. Much of Dr. Scott’s work has addressed the development, improvement, and evaluation of state-of-the-art service delivery systems for special populations, including women and children, persons with co-occurring substance use and severe mental illnesses, homeless individuals, persons involved with the criminal justice system, and veterans. He has also conducted training on program evaluation for Federal agency personnel, and workshops on “designing and conducting evaluations” for community-based service providers.

Dr. Scott’s work draws upon his considerable expertise with all aspects of evaluation design and methodology, including needs assessments, logic modeling, experimental and quasi-experimental study designs, survey design and analysis, qualitative evaluations (including single and multiple case studies), mixed-methods designs, meta-analysis and bibliometric studies, and economic studies. Dr. Scott approaches evaluation studies by forming a strong, collaborative partnership with clients and stakeholders, thereby enabling evaluators and clients to learn from each other’s knowledge and experience and share in identifying relevant evaluation questions, designs, and methods. Dr. Scott holds a Doctor of Science degree in Health Policy and Management and a Master’s degree in Mental Hygiene, both from the Johns Hopkins University Bloomberg School of Public Health.
